Why is it that every gun rights post regarding this program fails to notice the word "illicit"?

Sure it starts with "illicit," but where does it stop? They'd site some made up statistic showing how well the ban worked and move up to rounding up firearms already in circulation. Look at Britain, they have an outright ban on handguns. Crime hasn't gone down, home invasions and violent crimes have gone up.

Look at Canada. They're gun laws are more restrictive than the U.S., and their violent crime is way below ours.
2 important things - the U.N. has no actual power. It has as much power as its member nations want to give it. Could a gun possession law actually take effect in the U.S.? No, so the U.S. would veto it. So would Russia and China.

Regarding Canada, actually, their violent crime rate is higher than ours. Their murder rate is indeed lower however. As to why that is – you can't look at the two countries, look at their gun laws, and draw a conclusion, because you're not looking at the entire picture. Canada and the US are quite different in several different "important" ways. In particular, and most relevant and important, demographics.
Adjust for a few key demographic differences (using statistics from the FBI, etc.) between Canada and the US and the murder rates are actually quite similar.
