1st, I've talked to pro and ex pro racers that say every racer at that level uses, you must to be able to compete with all the other users.. 2, there are plenty of people that say he has.3 most importantly they if they have the evidence the other courts have had then they have no hard evidence only hearsay. I doubt he'll be convicted.

He's the most tested athlete in the history of professional sports. The French tested him more times than all the previous tour de france winners combined. He's never tested positive for a single performance enhancing drug.
Of course it's probably just a huuuuuuuge conspiracy involving dozens of cycling teams/managers. And they got the people administering the tests in on it too? That's a pretty sweet conspiracy.
