It's because of successive generations of government ministers trying to standardise education believing that standardisation and improvement are the same thing. There's always been too much political interference and with 3 generations of teachers in the family you see individualism and trust being stamped out whilst less able and more conformist teachers are encouraged. There's also a cycle of change where everything old is new again every 25 years.
