This is something of which I've been suspicious for years. Applying this principle to policy makers is exactly the right thing to do and perhaps some educators as well; essentially those places where we would least expect it, I think we should expect it. In fact, it has gotten to the point where I naturally assume this about most bureaucrats these days.
