My first thought as well. They ended up tracking her down and writing her a citation. She claims she didn't know she hit the parked car. Uh huh.

If she was not utterly high or experiencing an aneurysm, I'll be very disappointed in the licensing authorities having ever granted her a license.
I've seen other 'worst driver' videos where the roadway presented more of a challenge than did this open parking lot. My god.
