How is he possibly getting away with this? Is it his close relationship with big name politicians, or is the IRS stayed by the inevitable allegations of racism and persecution if they went after him like they would the local coffee shop owner?
As a small business owner myself it pisses me off. I am assuming he is not paying the 941's. So he is essentially taking the money out of his employees paychecks for federal taxes and then he never sends the money to the IRS. I have seen businesses shut down for this. Typically the IRS does not mess around when businesses pull this stunt.

RAT. Can you imagine if your local coffee shop didn't pay their employees federal taxes? The feds would shut them down in a heartbeat.
