Bias is prejudice in favor of or against one thing, person, or group compared with another, usually in a way considered to be unfair, and a refusal to even consider the possible merits of alternative points of view.
Propaganda is a form of communication aimed towards influencing the attitude of the community toward some cause or position by presenting only one side of an argument.
In the case of the article I was referencing you could probably say that the writer was biased against conservatives, but since he was communicating a particular message (an albeit subtle message that conservatives=Nazis) I think it is proper to say that we was spreading propaganda. When you also consider the fact that he was selectively choosing data I don't think it's that big of a stretch to say he was sending out a propagandistic message.
