So much depends on an individual's situation. Most of all, a person cannot afford to pay taxes in two countries, which might be the concern of some expats (who are generally not using US services).

..However...2,369 "expatriations" out of a USA population of 318 million shouldn't even be in the news...even if it will double next year.
