Whaaat, indeed. What a ridiculous excuse. Every Doctor is a different person, personality and maybe even phylum, genus and species for all we know. Nighy's odd take on the part would have fit right in. Like Leonard Nimoy, I'd guess it came down to money.
As much as Nighy being the Doctor would've kicked ass... It's better that he turned it down. It still leaves him available to bring his unique style into the show for a one-off character.

Yeah! There's so much change between doctors... that's what makes the show great, in my humble opinion.
