Uh Duncan...California having a budget surplus this coming fiscal year is an accounting improbability. Someone *coughGovMoonbeamcough* may be cooking the books.

It's sad how everyone's focussing on the tools but not the reasons. If the same effort was put into the care and treatment of mental illness then maybe there'd be a real difference.
