Eh, people propose stupid amendments all the time.
95% of headlines about constitutional amendments should read "moron fails to do stupid thing."

Apparently, this is the eighth time he's proposed it. Twice during Clinton, four times during Bush, and once during Obama's first term. Doesn't look like it's going anywhere this time either.

Judging by the arrogance he has displayed by getting elected to a 2nd term, Obama would be a full on tyrant/dictator by a 3rd term.
